Job Description

Accountabilities:

  • Works Task Orders: provide commercial support on site at HPC to WTO Multi-Disciplinary Teams, including Project Manager, Planner and Trade Supervisors; from kick-off meeting to final account. The specific discipline support services are –Mechanical, Electrical, HVAC, Coatings, Insulation. Responsible for all Task Orders associated with the Site Construction Services
  • M&E Cost Advice: Prepare field change Cost Advice for Industrial Installations including Mechanical, Electrical, HVAC, Painting, Thermal Insulation, and Scaffolding; based upon Bills of Materials and applying project norms and utilisation and effectiveness factors; &/or time & material records.
  • Site walk-rounds: Carry out site visits, safety stand downs, identification of change events, As part of the MDT contribute into Change Management Database (held in Business Collaborator) &/or Register of Access (held in SharePoint), and delivering tool-box-talks.
  • CEMAR: Draft CEMAR communications relating to provision of Cost Advice, EWN and NCE for review and approval by others in keeping with project CEMAR Etiquette; and review CEMAR communications and documents received from the Client or Alliance Manager. This includes all party 1 and party 2 (One Team) communications. 
  • Task Order Final Account Audit: Assist with final account close out of Task Orders of Defined Cost on this NEC 4 Alliance Contract based Contract. 
  • Application for Payment: Support the Application for Payment (AfP) process for partner collation costs in submission to the client on a Monthly basis.
  • Cost Reporting: Supporting the weekly cost report from Power Bi for responsible Task Orders. Alert any discrepancies to Senior Commercial Manager - Area Leads.
  • PROCON: monitor planned v actual trade operative hours, including progress monitoring, challenging Norms, utilisation times, time and motion studies in the field, innovation and continuous improvement to system set up, managing, controlling and mitigating delays, output reporting
  • NSC: Support and foster a positive Nuclear Safety Culture.

Key Deliverables:

  • HPC Values – Solidarity - Consolidation of the Commercial 'One Team' approach
  • Behaviours and attitudes to demonstrate the application of the HPC value of solidarity within the commercial team, with a particular focus on the relationships between HK8010 Delivery, EPM and Optional & Emerging Teams.
  • Net Zero – 22 in 22 Milestones – Achievement of the Dome Lift End of 2022 
  • HPC Way – Ensure a single joined up approach across the project. 
  • 100% compliance (or formal agreement to do otherwise with the PM) update of the Clients Requirements triggered by the Contract Document Change (CDC) Process.
  • Contract Administration – Ensuring effective contract communication
  • Cumulative 2022 Cemar communications on time (both Parties) > 70%.
  • Contract Management – Meeting the Client's payment obligations
  • 100% Payment Certificates issued within 7 days of the Assessment Date. 
  • Change Management – Ensuring compliant management of scope change
  • 100% of Compensation Events (CEs) validated via NNB Governance with such validation recorded in CEMAR, prior to implementation of the CE.
  • "Risk Management – Development of a comprehensive Risk Register
  • Provide appropriate support and facilitation to the description and evaluation of a comprehensive set of risks under the HK8010 contract in ARM and in the HK8010 Head Agreement and WTO EW Registers."
  • Procon Management - Review and validate on a weekly basis the allocations and coding of the hours worked within Procon.
  • Procon Implementation
  • Development and implementation of appropriate dashboards and reports, based on the data from Procon, to include the live utilisation and effectiveness factors for each task order.
  • Delivering right first-time payment applications
  • Compile and review the application for payment such that there are no 'red' items resulting from the subsequent application audit and verification check.

Minimum Qualifications/ Experience (in line with MEH Onboarding matrix)

  • Can achieve security clearance (BPSS or higher) is essential.
  • Experienced in use of CEMAR, SharePoint, Power Bi
  • Proven track record in large scale projects, Team player with a “can do” attitude preferably in the nuclear or similar regulated sector.
  • Experienced in facilitating client audit of Defined Cost and providing record / cost verification
  • Preferably experienced in working in large teams, including Joint Venture &/or Alliance teams, and familiar with the associated behaviour and cultures.
  • Willing to dedicate a minimum 2 years to the project; and preferably stay with the project until completion; with possibility of relocation to the follow-on project proposed at Sizewell C.
  • Preferably with knowledge of nuclear safety culture and related ONR guidance.
  • Displays the right behaviours, demonstrates a “best for project” ethos; is able to think laterally and flexibly to deliver solutions, with a ‘process driven’ focus to delivery.
  • Demonstrates strong communication skills, liaising effectively with peers, other functions, delivery partner and client teams.
  • Able to demonstrate accountability for their own actions for individual Task Orders.
  • Able to demonstrate accountability for their own actions and take responsibility for workload.
  • Demonstrates ability to reach sensible best for project pragmatic positions (One Team approach).

Additional Qualifications/ Experience:

  • Degree (or working towards) in relevant discipline (or equivalent) preferable, though not essential subject to experience in the nuclear sector &/or other high-hazard industries 
  • Relevant Professional Accreditation (RICS, MCIOB, ACostE) is desirable
