Job Description

We currently have an opportunity for a Project Manager to join our Chapelcross team. Chapelcross is a Nuclear decommissioning site based in Annan, South West Scotland. 

As Project Manager, you will be responsible for managing an established on site team to delivering a programme of window remediation. This includes physical works involving significant scaffolding, asbestos remediation and mechanical reworking.

Accountabilities:

Health & Safety

Ensure that all activities are controlled in a responsible, safety conscious climate, meeting both Altrad and Chapelcross requirements and current legislation. Application of CDM and all relevant Engineering Standards to achieve a world class HSEQ performance, meeting all technical and environmental legislative requirements.

  • Leading by example - set the correct standards and show a positive attitude.
  • Complete Safety audits as per agreed schedule.
  • Attend safety training courses as required.
  • Have awareness of CDM regs and implement on all construction works carried out.
  • Ensure all temporary works procedures are carried out and adhered to.
  • Manage the Supervisors to ensure all Safety audits and Toolbox Talks are completed to the correct timescale and correct standard.
  • Attend stakeholders walkdowns and input/produce to risk assessment production.
  • Have knowledge and familiarisation of associated procedures and best practices.
  • Audit onsite RA and POWRA for compliance.
  • Ensure high standards of workmanship within the facilities.
  • Always demand best practices, whilst continually looking for innovations that will support continuous improvement.
  • Deal with any Safety concerns from your team and escalate if cannot be resolved.
  • Ensure all procedures are adhered to and operatives are SQEP for assigned tasks.
  • Encourage the use of Good, Better, How observations.

Work Control & Support

  • Ensure that the Project Definition is produced, managing the interface between Altrad, Chapelcross and the design functions. Apply technical & commercial Supervision of all construction activities for Projects under your control, in accordance with current safety legislation, company procedures, Chapelcross Contractors Standards and Nuclear site licence.
  • Technical & Commercial Supervision
  • Input where possible during development of tender, pricing and risk register.
  • Assist in the preparation & review of key control documents to include i.e. Risk assessments, costed, resourced and clash managed schedule, Quality Plans associated with project, Method Statements.

Delivery

  • Managing & liaising with team allocated to the works.
  • Collaboratively liaising with the clients representatives.
  • Ensure works commence and progress in line with agreed schedule.
  • Ensure site productivity is in line with agreed schedule / quantitively tracking.
  • Liaise with QC inspection team to ensure that all work is progressed to the required Quality standards.
  • Control of multi-discipline activities, liaising and engaging support from the relevant discipline engineer where necessary.
  • Ensure adherence to method statements.

Quality Assurance

  • Ensure work is carried out in accordance with the relevant specifications.
  • Ensure ITP’s/QP’s stage sign offs are done concurrent to the works.
  • Ensure inspection certificates are completed in line with the schedule and are issued to the QA department for inclusion in the LTR.
  • Attend formal LFE session on completion of works.

Costs

  • Drive cost savings throughout the delivery team.
  • Continuously look at potential opportunities.
  • Report any opportunities to the Project Manager for inclusion in the benefits realisation register.
  •  Accountability for project costs v tendered costs.

Controlling Resource & Materials

  • Responsible for ensuring all resources and materials are in place to progress to the schedule and maintain efficient use of all resources to deliver to the project effectively. Control and coordinate the activities and labour of all contractors engaged during construction. Ensure that all contractor job methods and risk assessments are understood. Ensuring that all requirements are in place to allow effective execution of work on a daily basis without delay.
  • Pre-assessment of planning data to determine resource number requirements and input to forecast.
  • Production and input of 8 weeks resource forecasting to allow peaks and troughs in workload to be determined.
  • Attendance at weekly resource / labour allocation meetings ensuring maximum resource utilisation, inclusive of daily labour allocation sheet updates in conjunction with others.
  • Ensure in conjunction with the project team that all the Project logistics and needs are known, understood and planned.
  • Ensure all relevant paperwork is submitted and approved for specialist Sub-contractor visits and nominated Escorts.
  • Ensure Project Supervisors and Operatives do not take verbal instructions from other parties, unless there is an immediate risk to Health and Safety.
  • Daily capturing of any EW issues and CENs etc.
  • Attend Commercial Meetings.

Contact, Communication & Coordination

Be the point of contact and co-ordination for all task supervisors and liaison between contractors, communicating effectively with all parties (i.e. DDP, Chapelcross operational staff, etc) to ensure that the works can be efficiently controlled and delivered, whilst maintaining appropriate communication with the Project Manager to ensure effective decision making is achieved.

Liaise with Early Engagement Engineer (as required)

Attend meetings as required by the Project Manager to gain the necessary knowledge prior to RFQ for your agreed projects. This may include but not limited to:

  • Design feasibility studies
  • Constructability Reviews
  • HAZCONs
  • Risk Registers
  • General early engagement activities and meetings

Administration of Project Documents

Ensuring they are transmitted / responded to in the correct timings, to include:

  • Raising specific project documentation as required (ie CEN’s,TQ’s EW’s, GC’s etc)
  • Assisting the development of quotations
  • Utilisation of CEMAR where required
  • Production of project Management reports
  • Update of programme and tracking against baseline
  • Be a point of contact for Clients for all projects under your control

Produce summary for distribution to the Project Manager detailing:

  • Project progress overview and delays
  • Current hours utilised v Programmed hours v Progress
  • Current Bid/Tender status
  • Any other issues
  • Work Environment

While performing the duties of this role, employees will be occasionally surrounded by construction activities and varied mechanical operations. The relative risk is moderate, and all Chapelcross plant / building inductions and health and safety standards should be adhered to at times.
