The Sourcing Officer supports the delivery of an effective procurement and contract management function, ensuring value for money and compliance with organisational procedures and relevant legislation. The role requires a solid understanding of commercial, procurement, and contract management practices, including the Public Contracts Regulations 2015 and associated Procurement Policy Notes. The Sourcing Officer assists in tendering activities, contract placement, and the procurement of goods and services, while maintaining strong relationships with suppliers and internal stakeholders.
Procurement & Commercial Delivery
- Ensure all commercial activities align with existing procurement strategies and support the development of strategies for new contracts.
- Prepare tender documentation—including Invitations to Tender—for framework further competitions, below‑threshold procurements, and assist with documentation for above‑threshold procurements.
- Participate in and moderate tender evaluation exercises, preparing clear contract award recommendation reports.
- Apply knowledge of contract terms and conditions to support effective contract management.
Compliance & Governance
- Apply relevant government procurement requirements, including Playbooks and Procurement Policy Notes, to ensure compliant processes.
- Maintain accurate records to meet internal governance and statutory obligations.
- Carry out commercial reporting for internal and external stakeholders.
Supplier & Market Engagement
- Maintain awareness of suppliers, markets, and available services to support organisational needs.
- Build and sustain effective working relationships with suppliers and the wider supply chain.
Contract Management
- Manage a portfolio of bronze or transactional contracts throughout the contract lifecycle.
- Oversee contractor performance to ensure delivery of obligations to the required time, cost, and quality standards.
- Prepare contract documents and records for configuration control and archiving.
Teamwork & Leadership Support
- Work collaboratively as part of the procurement and contract management team to deliver an efficient service.
- Deputise for the Senior Procurement Officer or Sourcing Manager when required.
- Support colleagues by sharing knowledge and contributing to continuous improvement across the function.
