Procurement Managers are responsible for leading the successful delivery of sourcing activities for works, goods, and services across a diverse range of projects, programmes, and business functions. The role involves managing cross‑functional teams throughout the entire procurement lifecycle—from identifying business needs through to contract award and seamless handover to the contract management function. This position requires strong commercial acumen, stakeholder engagement skills, and the ability to deliver value‑driven procurement outcomes.

Job Responsibilities

Strategic Sourcing & Planning

  • Develop robust sourcing strategies that meet business requirements and deliver value for money.
  • Maintain a rolling pipeline of procurements and sourcing projects, ensuring visibility and alignment with organisational priorities.
  • Provide monthly stakeholder reports highlighting changes, risks, and opportunities within the sourcing pipeline.

Procurement Execution

  • Prepare tender documentation—including Invitations to Tender, Scopes of Work, and Pricing Models—for a range of procurements, including those governed by Public Contracts Regulations, below‑threshold procurements, and framework Further Competitions.
  • Lead tender evaluation processes and prepare contract award recommendations that optimise value and manage risk.
  • Present sourcing strategies and recommendations to external sanctioning and assurance boards to secure approvals.

Contract Development & Governance

  • Develop and negotiate contract terms and conditions that support effective contract management and ensure expected supplier performance.
  • Work with sourcing and contract management teams to maintain strategic intent throughout the sourcing and commercial lifecycle.
  • Ensure procurement activities comply with organisational policies, governance frameworks, and regulatory requirements.

Market Engagement & Intelligence

  • Conduct supply market analysis and engage early with suppliers to inform sourcing strategies.
  • Maintain up‑to‑date knowledge of relevant markets, suppliers, and industry developments to support business needs.

Team Support & Capability Building

  • Advise, mentor, and train junior members of the Sourcing Team and colleagues across the wider business.
  • Promote best practice procurement approaches and contribute to continuous improvement initiatives.
