Job Description

The role of Estimate Lead is pivotal to the SZC MEH Alliance team. The primary responsibility is to lead the development of the SZC MEH Alliance cost estimate, which will form the basis of the SZC MEH Alliance Contract Baseline.

Working closely with the Alliance leadership team including the Engineering and Commercial Functions, the role is both critical and high profile where the candidate will need to regularly engage with senior stakeholder across SZC and the Alliance Implementation Partners. 

The development of the SZC MEH Works have been organised into ten interrelated workstreams and will be provided within a multi-disciplinary team (MDT) comprising SZC and the proposed MEH Implementation Participants. The MDT of inputting contributors from the IP organisations through the provision of these services will allow SZC MEH to secure the benefits of replication and ‘buy in’ with respect to the final MEH Alliance contract agreement at Financial Close (FC). The Estimate Lead is accountable for production of the Cost Estimate within Work Stream 4, Mature the Contract Baseline. 

The services and the outputs to be developed by SZC and the MEH Alliance to Financial Close are detailed in the MEH Alliance Stage Plan for the Period of GID to Financial Close.

Roles and Responsibilities
  • Work in collaboration with all SZC MEH Alliance Partners and SZC stakeholders
  • Report directly to the SZC MEH Head of Project Controls & Services (PMO Lead)
  • Manage the Estimating team including the SZC MEH Estimating Delivery Partner (Gleeds)
  • Work in collaboration with the Head of Planning and Head of Risk to integrate cost, time and risk basis
  • Maximise the Learning from Experience from HPC to inform an accurate SZC accurate estimate
  • Manage and coordinate the production of Estimate 6.0. £4-5Bn plus project contingencies 
  • Plan and execute their works in line with an agreed delivery schedule
  • Ensure all MEH cost data and information is managed within the SZC Common Data Environment (CDE)

Complexity
The Estimate Lead shall be able to:

  • Provide estimating subject matter expertise, visible leadership, direction and guidance in relation to all aspects of estimating
  • Lead the production of a bottoms-up estimate for a scope of work with an approximate value £5Bn plus project contingencies
  • Have an advanced understanding of the best practice estimating principles with an in depth understanding of the Infrastructure Projects Authority Cost Estimating Guidance, HM Treasury The Green Book and The Orange Book.

Key Responsibilities

  • Produce the MEH Estimate 6.0 input to Financial Close (FC). The 6.0 estimate shall provide a Target Outturn Cost for MEH. This will include an underpinned cost position including Base, Estimating Uncertainty and Discrete Risk values covering the full scope of work for MEH with a probable range. The 6.0 estimate will form the basis of the MEH contract baseline. Integrate estimate data provided by MEH Implementation Partners, SZC and the MEH Supply Chain. Ensuring full alignment with SZC equipment portfolio and SZC PDO.
  • Development of the existing Integrated Cost Model – Lead the continued development of the SZC MEH Cost Model, developed during Estimate 4.0 and Estimate 5.0. Transition the cost model to the SZC I.T platform.  Increase the functionality of the MEH Integrated Cost Model. Increase automation and expand the model to use all estimate data e.g., norms, complexity factors. Introduce scenario modelling functionality for multiple factors e.g., utilisation (productivity items such as walking time and working patterns) and building complexity factors. Mature calculations within the cost model to reflect to the negotiated position on Fees (overhead and profit).
  • Lead on the production of required estimating process & guidance and Supply Chain requirements
  • Manage approach to estimating benchmarking including HPC 
  • Lead the production of estimating supporting documents including Estimate 6.0 Plan - including Plan and methodology and agree with SZC Alliance Partners; Basis of Estimate 6.0 including Assumptions and Exclusions Register 6.0; Estimate maturity matrix and Class of Estimate; Consolidate SZC MEH norm, conditions, rates, complexity factors and utilisation into single SZC MEH book; Reconciliation report - HPC, CE3, CE4, CE5 AND CE6 estimate reconciliation.
  • Lead / facilitate estimate Assurance & Governance reviews including input to the integrated assurance and approvals plan (IAAP), Facilitate estimate assurance reviews, support SZC Governance activities associated with MEH cost estimate, ensure Cost Model Quality Assurance and Verification and Validation and produce findings report and provide / arrange independent third-party review of Estimate 6.0 and Basis of Estimate 6.0.
     
Experience Required
  • Individual who has experience of managing multi £Bn estimates for progressively larger and more complex infrastructure projects
Qualifications Needed
  • Level 5 Diploma or Degree in a relevant discipline
  • Member of the Royal Institution of Chartered Surveyors (RICS) and/or Association of Cost Engineers (ACostE) 
  • Certified Professional Cost Engineer with the UK Association of Cost Engineers
  • APM Project Management Qualification or equivalent
